Your project team finishes the build. Holland Mazo builds the manual. Neither one holds up Practical Completion.

This schedule applies to head contracts executed on or before 31 December 2027. Once set, the fee holds for the duration of the project, however long it runs.
Holland Mazo is a Hong Kong registered entity. New Zealand GST is not charged.

Preparation, lodgement and management of the CCC application through to issue, including responses to Council RFIs. Where the building consent was applied for in stages, the CCC for every stage of that building is included in the fee.
The fee covers the work, not the calendar.
Holland Mazo pursues every required item and keeps a live register of what is outstanding, visible to you throughout. An information return timetable and an escalation protocol are agreed at commencement.
Should information be slow to arrive, the work continues until the manual is complete and the CCC is issued, at no additional cost. Slow responses affect the programme, not the fee.

Issue of the CCC is at the discretion of the territorial authority. Approvals from consultants, network utility operators and territorial authorities sit outside Holland Mazo’s control as to timeframe and outcome.
How long does a code compliance certificate take?
Councils have twenty working days to process a complete application, and the clock stops whenever documentation is outstanding. On a recent $14m home the full close-out ran about six weeks: four gathering and chasing information, two for the certificate itself.
What goes into a completion manual?
Commissioning results, producer statements, as-builts, Records of Building Work, certificates of compliance, warranties and guarantees, O&M manuals and a contact register, assembled against the consent and issued as one document.
Who is responsible for applying for the CCC?
The owner applies, but in practice the head contractor holds the paperwork and the trade relationships, so the work of assembling the application almost always falls to the builder.
What happens if we do not apply within two years?
Under section 93 of the Building Act 2004, if no application is made within two years of the consent being granted, the building consent authority must decide whether to issue the certificate on the information it holds. That clock runs from the grant of consent, not from practical completion.
Past five years, Auckland treats the application as historic and requires form AC2122 to modify Clause B2.3.1, so durability runs from the agreed date of substantial completion rather than the date the CCC is issued.
